The mission of the FBI's Community Outreach Program (COP) is to provide a comprehensive program that encourages strong relationships with the community, assisting with multiple interrelated societal problems, including crime, drugs, and violence, in support of the FBI's investigative mission. YOUTH PROGRAMSThe Seattle Field Office of the FBI is involved in several community outreach programs, including the Junior Special Agent Program, Adopt-A-School, and mentoring programs. Our purpose is to raise the kids expectations and improve their school performance while being exposed to the positive role the FBI plays in their communities. We also try to provide positive law enforcement role models who teach, tutor, or mentor students in developing oral and written communication skills and critical thinking skills. The Seattle Field Division also focuses on conflict resolution, crime, drug, gang, and violence prevention. DIRECTOR'S COMMUNITY LEADERSHIP AWARDTo recognize individuals and/or organizations making a tremendous difference in Seattle, each year the Special Agent-in-Charge of the FBI Seattle Field Office presents the Director's Community Leadership Award (DCLA). This special award, presented on behalf of the Director of the FBI, was formally created in 1990 as a way to honor individuals and organizations for their efforts in combating crime, terrorism, drugs, and violence in America. The recipient of Seattle's DCLA Award for 2008 is Detective Brad Richmond, Spokane County Sheriff's Office, Spokane, Washington. Brad has participated in an investigation that has identified over fifty gangs, operating within the region. Detective Richmond has worked tirelessly in a successful investigation that resulted in multiple indictments which charged over forty federal crimes against twentyfour members and associates of Spokane gang members. Detective Richmond played a vital role in the organization and execution of a massive law enforcement operation involving more than 175 federal, state and local authorities. This was the largest law enforcement action in Eastern Washington history. Twenty of the defendants were arrested in the Spokane area and over twentyfive federal search warrants were executed in connection with these arrests.
